Urban Entitlement Funding (2025-2026)

This Request for Applications (RFA) is being solicited for programs and projects that meet the goals outlined in Charleston County's Consolidated Plan for Program Years 2021-2025. The proposal must identify the specific goal that the project will address and must include measurable outputs. Note: The application must clearly identify whether its funding request is from Charleston County, City of North Charleston, or both jurisdictions.

Application Submission

Before completing an application, please read the RFA instructions.

Use the link below to submit an application between Monday, November 25, 2024, at 4PM to Monday, January 6, 2025, at 12PM EST.

Late applications, forms, and attachments will not be accepted.


Important Dates

  • RFA OPENS: Monday, November 25, 2024, @ 4PM EST
  • DUE DATE: Monday, January 6, 2025, @ 12PM EST

In addition to the application deadline, all HESG applicants must submit a Request for Endorsement to the Lowcountry Continuum of Care by Friday, December 13, 2024, @ 12PM EST.

Applications may request funding from the following programs:

  • Community Development Block Grant (CDBG);
  • HOME Investment Partnership Program (HOME);
  • Community Housing Development Organization (CHDO); or
  • Emergency Solutions Grant (HESG)

Required forms/attachments will vary by grant program; please carefully read the instructions before beginning the application form to determine which documents you must prepare for upload.

NOTE: All documents must be submitted electronically through the Urban Entitlement Application in Neighborly. Faxed or emailed application materials will not be accepted. Documents requiring a signature must be signed by a representative of the entity duly authorized to commit to the provisions of the RFA.

*NOTE for HESG Applicants: To receive funding, applicants must receive a letter of endorsement from the Lowcountry Continuum of Care.

Pre-Application Workshops

Pre-Application Workshops are an opportunity for potential applicants to learn more about the RFA process and ask questions. Potential applicants are strongly encouraged to attend, no RSVP is required. Workshops will be hosted in person, please see the details below:

Written Questions

Potential applicants will be given the opportunity to submit written questions about the RFA process to be answered by Community Development staff. All written questions must be submitted by Friday, December 13, 2024, at 5PM.

Town Hall Meetings

Community Development and Revitalization staff annually hold public hearings at participating jurisdictions to increase awareness of the availability of Urban Entitlement funds, educate the community on previously funded Urban Entitlement programs, and listen to citizen comments regarding program activities. Public hearings are scheduled at the discretion of each municipality and coincide with the beginning of each program year's funding cycle. Meeting information is provided below:
