The Community Development and Revitalization Department manages and oversees a variety of federal, philanthropic, and local grant programs that support housing, community development, and neighborhood revitalization across Charleston County. This includes administrative and financial oversight of funding from the U.S. Department of Housing and Urban Development (HUD), the American Rescue Plan Act (ARPA), the MacArthur Foundation, and other strategic funding sources.
Through these programs, the County partners with nonprofit organizations and community stakeholders to strengthen neighborhoods, expand housing opportunities, and improve the overall quality of life for Charleston County residents.

Each year, Charleston County receives federal funding from HUD to support projects that help create viable communities, expand economic opportunity, and benefit low- and moderate-income residents. Funding priorities are guided by the County's Five-Year Consolidated Plan, which outlines the community's housing and development needs.
To distribute these funds, the County typically releases an annual Request for Applications (RFA) and hosts a pre-application workshop to provide guidance to prospective applicants. Funding opportunities are available for eligible organizations that deliver programs and services benefiting low-to-moderate income residents throughout Charleston County.
Charleston County HUD Consolidated Plan (2026 – 2030)
Charleston County is developing its 2026–2030 HUD Consolidated Plan, a five-year strategic plan that guides how federal housing and community development funds are invested throughout the county.
The plan establishes priorities for programs funded through the U.S. Department of Housing and Urban Development (HUD), including:
- Community Development Block Grant (CDBG)
- HOME Investment Partnerships Program (HOME)
- Emergency Solutions Grant (ESG)
Through this planning process, the County will evaluate community needs, identify funding priorities, and develop strategies to support affordable housing, address homelessness, improve neighborhood infrastructure, and expand economic opportunity for low- and moderate-income residents.

Written comments may be submitted by email during the public comment period to: CommunityDev@CharlestonCounty.org.
Charleston County will consider all written and oral comments received before final submission of the plans to HUD.

Planning Process
Charleston County conducted a competitive procurement process and selected Civix Consulting to assist with developing the 2026–2030 Consolidated Plan, the Program Year 2026 Annual Action Plan, and the Citizen Participation Plan. Civix Consulting will work with County staff to analyze community data, conduct outreach, and prepare the required planning documents in accordance with HUD regulations.
