Five-Year Consolidated Plan (2021-2025)
Every five years, Charleston County submits a Consolidated Plan (CP) explaining how the U.S. Department of Housing and Urban Development (HUD) resources will be used to improve communities throughout the County (the City of Charleston has a separate CP). The County receives direct assistance from HUD for the Community Development Block Grant (CDBG) program, the Home Investment Partnerships program (HOME) as well as the Hearth Emergency Solutions Grant (HESG) program.
This comprehensive document outlines Charleston County's priorities for housing and community development projects in the coming years. The application conference and request for applications are generally available in late winter/early spring through the Charleston County Community Development Department.

Annual Action Plan (2021-2025)
Each year, Charleston County submits an Action Plan explaining how the U.S. Department of Urban Development (HUD) resources will be used to improve communities throughout the County. This is an annual implementation plan of the Five-Year Consolidated Plan, 2021 - 2025, addressing the housing and community development needs in Charleston County.
Consolidated Annual Performance Evaluation Report (CAPER)
Consolidated Plan (2021-2025)
Every year, the County publishes a Consolidated Annual Performance Evaluation Report (CAPER) that provides an overview of project statuses, performance measures, and fiscal expenditures as an evaluation of the Five-Year Consolidated Plan.
The CAPER is posted annually for public comment during the month of September in accordance with the Citizen Participation Plan.

American Rescue Plan Act (ARPA) Annual Performance Report
The ARPA Annual Performance Report outlines how Charleston County is using ARPA funds designated for recovery efforts following the COVID-19 pandemic. The report highlights the progress made in restoring operations, provides details on expenditures, and evaluates the effectiveness of our recovery initiatives. This report is submitted annually to the U.S. Treasury Department to meet compliance requirements.
