Five-Year Consolidated Plan (2021-2025)

Every five years, Charleston County submits a Consolidated Plan (CP) explaining how the U.S. Department of Housing and Urban Development (HUD) resources will be used to improve communities throughout the County (the City of Charleston has a separate CP). The County receives direct assistance from HUD for the Community Development Block Grant (CDBG) program, the Home Investment Partnerships program (HOME) as well as the Hearth Emergency Solutions Grant (HESG) program.

This comprehensive document outlines Charleston County's priorities for housing and community development projects in the coming years. The application conference and request for applications are generally available in late winter/early spring through the Charleston County Community Development Department.
