Purpose & Intent
The purpose of the Subdivision Review is to provide a critical evaluation of all proposals to divide, adjust, or combine land in Charleston County, thereby enforcing compliance with all applicable County and State regulations. The process is designed to confirm that new lots adhere to the standards outlined in the Zoning and Land Development Regulations (ZLDR).

A key goal is to ensure the provision of adequate access, essential infrastructure, and necessary utilities, thereby facilitating responsible and sustainable development consistent with the County's Comprehensive Plan.
Subdivision applications are processed under three main categories:
- Major Subdivisions: Five (5) or more lots are created.
- Minor Subdivisions: Four (4) or fewer lots created.
- Exempt Plats: Boundary surveys, property line adjustments, plats creating legal access (easement and right of ways) or lot combinations where no new lot is created.
