Purpose & Intent

The purpose of the Subdivision Review is to provide a critical evaluation of all proposals to divide, adjust, or combine land in Charleston County, thereby enforcing compliance with all applicable County and State regulations. The process is designed to confirm that new lots adhere to the standards outlined in the Zoning and Land Development Regulations (ZLDR).

A key goal is to ensure the provision of adequate access, essential infrastructure, and necessary utilities, thereby facilitating responsible and sustainable development consistent with the County's Comprehensive Plan.

Subdivision applications are processed under three main categories:

  1. Major Subdivisions: Five (5) or more lots are created.
  2. Minor Subdivisions: Four (4) or fewer lots created.
  3. Exempt Plats: Boundary surveys, property line adjustments, plats creating legal access (easement and right of ways) or lot combinations where no new lot is created.

Major Subdivision

  1. Schedule pre-application meeting via teams. Meetings are conducted every Wednesday, and a letter of intent is required. To begin this process, please email Subdivision@CharlestonCounty.org.
  2. Preliminary plat applications once received have 30 business days to be reviewed and have comments sent.
  3. After all infrastructure is in place a final plat can be submitted for recording.

Minor Subdivision / Exempt Plats

  1. Subdivision application submitted on the Charleston County CSS Portal.
  2. Once invoice is paid staff has 15 business days to review. Comments will be sent to surveyor.
  3. Final plat is recorded at Register of Deeds and an approval letter is given that references the new plat book and page number as it can take several weeks to be mapped.
