The Just Home Project is a new grant initiative led by the MacArthur Foundation with support from the Urban Institute. The purpose of the Just Home Project is to fund innovative solutions to help close the revolving door between incarceration and homelessness, as well as address the racially disparate footprint that the criminal justice system has on our community. Charleston County is one of four jurisdictions in the nation to be selected to receive a planning grant for this project. Other selected sites include Minnehaha County, SD, City and County of San Francisco, CA, and Tulsa County, OK. At the completion of the planning process, each community is eligible to receive additional grant dollars and program-related investments from MacArthur to establish housing and fund supportive services for populations that are not being served by existing resources.
Housing Investment Action Plan
The Housing Investment Action Plan (HIAP) is a guiding document for the implementation of the Just Home Project in Charleston County. The process for the creation of this document was largely supported by the Charleston County Criminal Justice Coordinating Council, College of Charleston’s MPA program, and the Just Home Project Task Force, which consists of more than 30 local leaders representing municipalities, nonprofit organizations, government agencies, and various County Departments. The HIAP is largely based on lessons learned through community engagement activities including facilitated interviews and roundtables with service providers and a dialogue series with 30 individuals directly impacted by the homelessness-jail cycle. Utilizing the insights gained through these activities, the HIAP aims to provide transitional housing paired with wraparound services to individuals coming into the most frequent contact with the Charleston County criminal justice system. Through the implementation of this demonstration project, Charleston County will address chronic homelessness and recidivism while providing a blueprint for similar programs to be established in the region and throughout the country.
