Council Committees

The County Council Chair appoints the chair and members of County Council’s standing committees and outside agencies on an annual basis. The Chair may appoint special committees as needed. Appointments are announced at the second County Council meeting in January of each year. Council committees typically meet on the Thursday preceding County Council meetings and function in an oversight and advisory capacity. No member of a committee can be removed by the Chair of Council without the approval of Council. If a vacancy occurs during the year, the Chair appoints a replacement.

Standing Committees

Council Chair is a voting member of all Standing Committees.

Administration Policy/Rules Committee

This committee consists of four members of Council. It functions as a review, oversight and advisory body on the rules of Council, appointments by Council, issues involving legislative and governmental liaison and related matters.

Audit Committee

This committee consists of four members of Council. It functions as a review, oversight and advisory body to consider annual fiscal audit, any supplemental or interim fiscal audits, any operational or fiscal audits by the Internal Auditor and related matters.

Economic Development Committee

This committee consists of four members of Council. It functions as a review, oversight and advisory body on economic development and related matters.

Environmental Management Committee

This committee consists of four members of Council. It functions as a review, oversight and advisory body on the recycling and disposal of solid waste and related matters. Meets as needed on the Thursdays preceding Council meetings.

Finance Committee

This committee functions as a ways and means committee on matters dealing with the budget, capital improvements, bond issues, County personnel policies, purchases and bids, taxation and related matters.

Human Resources Committee

This committee consists for four members of Council. It functions as a review, oversight, and advisory committee on Human Resource policies for Charleston County Government.

Planning/Public Works Committee

This committee functions as a review, oversight and advisory body on Subdivision Regulations, building and other regulatory codes, the Zoning Ordinance, transportation, public works and related matters.

Public Safety Committee

This committee consists of four members of Council. It functions as a review, oversight, and advisory body to consider matters relating to criminal ordinance, public safety, and matters related thereto.
